As a public body within the meaning of Directive (EU) 2016/2102, the Public and Business Relations Department of the City of Einbeck endeavours to ensure that its website www.einbeck-tourismus.de and associated subpages in accordance with the provisions of the Federal Act on Equal Opportunities for People with Disabilities in Lower Saxony (NBGG) and the Barrier-Free Information Technology Ordinance (BITV 2.0) implementing Directive (EU) 2016/2102.

In addition, the Accessibility Strengthening Act (BFSG), which comes into force on June 28, 2025, is observed according to the Web Content Accessibility Guidelines 2.2 (WCAG 2.2) at conformance level AA. 

WCAG 2.2 refers, on the one hand, to the technical requirements of a tourism website such as this one and, on the other hand, to the editorial implementation of the content found there. The agency neusta destination.one GmbH is responsible for the technical requirements, and Einbeck Tourism is responsible for the accessible maintenance of editorial content on this website. 

According to WCAG 2.2, four principles form the basis of the guidelines, which should be implemented in accordance with § 5 WCAG 2.2:

  • Perceivable (§ 1 WCAG 2.2)
  • Operable (§ 2 WCAG 2.2)
  • Understandable (§ 3 WCAG 2.2)
  • Robust (§ 4 WCAG 2.2)

According to WCAG 2.2, these four principles are assigned further guidelines and success criteria for barrier-free implementation. 

State of compliance with the requirements

In addition to WCAG 2.2, the accessibility requirements arise from Section 3 paragraphs 1 to 4 and Section 4 of BITV 2.0, which was issued on the basis of Section 12d BGG and is also applicable to municipalities in Lower Saxony according to Sections 9a ff. NBGG. 

This website is partially accessible. 
For example, as of now (April 2025), the following functions are supported: 

  • Alternative navigation titles for URL segments
  • Alternative text for images and videos
  • Accessible name of individual elements of a page structure, so-called frame stages
  • Marking H tags for headings
  • Use of distinguishable color contrasts
  • Title information for links
  • Information about metadata for files such as images, videos, audio tracks, press releases and other PDF documents
  • Responsiveness of the displayed screen content depending on the output device
  • Logical structure of forms
  • Adjust the web page window using a common internet browser, for example Firefox or Google Chrome, on Windows using the "CTRL" key and on Apple using the "cmd" key and either "-" to reduce the size or "+" to enlarge

Compliance with the requirements is continuously monitored. The website is continuously optimized. For this purpose, independent checks are conducted and updates are integrated based on recommendations from the website provider.

arbitration procedure

You can also submit an application to the arbitration board set up by the State Commissioner for People with Disabilities in Lower Saxony to initiate arbitration proceedings under the Lower Saxony Equal Opportunities for People with Disabilities Act (NBGG) if you find that no or only inadequate redress has been provided in response to your complaint.

The arbitration board established under Section 9d of the NBGG (Federal Act on Accessibility of Information Technology) is tasked with resolving disputes between people with disabilities and public authorities in the state of Lower Saxony regarding accessibility in IT. The arbitration process is free of charge. Legal counsel is not required.
